My uber-tracker, at its core, would simply be a cell phone, a high-powered GPS, and a microprocessor. I suppose you could call it a remote-controlled GPS receiver. As long as the tracker is within cell-reception range, you can call it and find out where it is, how fast it's moving, possibly even very-very-low-framerate video. It could also be programmed with a wakeup condition, upon which it calls you with the binary equivalent of "hey, so the truck finally started moving. right now we're at -49.123456, 192.16811". The wakeup conditions are fairly arbitrary: "when tracker leaves arizona", "when tracker stops moving", "when tracker gets within 5m of sea level", etc.
